Amendments to art. 5 par 3. Regulations on the Status and Transfer of Players
On 22 March 2014, the FIFA Executive Committee approved an amendment to Annexe 4, art. 5 par. 3 of the Regulations on the Status and Transfer of Players (hereinafter:RTSP). These changes came into force on 1 August 2014..
The new text of art. 5 par. 3 RTSP per 1 August:
'To ensure that training compensation for very young players is not set at unreasonably high levels, the training costs for players for the seasons between their 12th and 15th birthdays (i.e. four seasons) shall be based on the training and education costs of category 4 clubs.'
The old text of art. 5 par. 3 RTSP:
'To ensure that training compensation for very young players is not set at unreasonably high levels, the training costs for players for the seasons between their 12th and 15th birthdays (i.e. four seasons) shall be based on the training and education costs of category 4 clubs. This exception shall, however, not be applicable where the event giving rise to the right to training compensation (cf. Annexe 4 article 2 paragraph 1) occurs before the end of the season of the player’s 18th birthday.'
The difference is obvious. The sentence that has been removed was introduced on 1 October 2009 since which date until 1 August 2014 the end of a players' season of 18th birthday marked a significant drop in training compensation. Sample:
- a players is educated by a French cat. I club since the start of the season of his 12th birthday;
- his 12th birthday was right after the start of the above mentioned season;
- he signs his first professional contract with an English cat. I club:
- halfway through the season of his 18th birthday with his French club (a)
- after the end of the season of his 18th birthday with his French club (b)

The difference is obvious.
Since 1 August 2014 the compensation for the first 4 training years of a player who signs his first professional contract will always be at the level of a category IV club.
The change is in the benefit of young players whom want to make a move to a new club. A new club who wishes to offer a 16 year old a new contract will have to pay EUR 40,000.00 maximum instead of EUR 360,000.00 maximum.
