On 3 July 2017 the a CAS hearing is scheduled regarding the transfer of the 16 year old Argentinian minor Benjamin Garre from Argentinian side Velez Sarsfield to Manchester City. The FIFA regulations regarding minors open the door for transfers of 16 and 17 year old players if such transfer 'transfer takes place within the territory of the European Union or European Economic Area (EEA)' - art 19. par. 2 RSTP. Garre who also holds an Italian passport was was registered with Velez when he moved to Manchester City. A strict interpretation of the RSTP will not allow manchester to register the player. The CAS's decision in this matter can have great implications for the transfer of minors if Manchester City is allowed to register the player because it is not that difficult at all to obtain a EU passport in many European countries. There should be no doubt that in countries like Spain, Portugal, Italy, Bulgaria etc a huge influx of young players from non EU or EEA countries could be expected.
