The FIFA Congress approved last Wednesday the 'Regulations on working with intermediaries'. Per 1 April 2015 the agents exam will be history and national football associations will only be obliged to make sure that the registrant has signed a declaration. Currently most transfers involve non licensed agents. The idea behind the new regulations is that non licensed agents will sign the declaration and and turn legit. Will it improve the quality of work? No, but the amount of transactions where the applicable regulations are violated will drop dramatically. Problem solved. Have a look at the new regulations http://www.theplayersagent.com/knowledgecenter/article/regulations_on_working_with_intermediaries
