CAF president Ahmad visits Aspire Academy

The interesting part is that Aspire is not a part of the foootball 'family'. It operates outside the FIFA framework. It is know for it's practise to atract minors from abroad, something that is forbidden under FIFA refulations. No considering the FIFA's fierce enforcement of its 'no transfer of minors policy' one can wonder 'what the heck is the CAF president doing there?'. What kind of message is that? May we conclude that the CAF president takes a different stance on minor transfers?
