Does anyone know about Georgian League especially Mark Stars FC

Hello every body....are we allowed to report cases of scam???? I proposed some players to an "agent" on this site.He asked me to pay in advance 400$ each for my players in order to be given visa to attend test matches.I proposed to him that we can process the visa,let the club send to us the invitation letters to be able to obtain visa,he refused.May I know whether this "agent " is a scammer or not???? do we have them here???pls,help!!!
